Clean Enery Works Portland

Green For All's report describes the Portland program and how it serves as a leading national model.  Clean Energy Works Portland includes a revolving loan fund with innovative "on-bill financing" and a Community Workforce Agreement that creates jobs in the communities that need them most. 

In addition, the program demonstrates how Recovery Act dollars can be used to sustain green job opportunities for years to come.

It's not a silver bullet, but Clean Energy Works Portland is a great model on which to build an important sector of the new clean energy economy.

Community Workforce Agreement


On September 30, 2009, the Portland City Council passed a resolution endorsing a groundbreaking Community Workforce Agreement (CWA) that will ensure the Clean Energy Works Portland provides high-quality employment and access for those in the community who have been historically left out of new economic opportunities.  Read more >>
