PRIMER: Effective Carbon Pricing Policy

This primer provides guidance for ensuring effective and lasting carbon pricing policy that invests in a green economy for all. Effective carbon pricing policy will reflect the needs of the communities most impacted by climate change. The policy should seek to provide net positive environmental and economic benefits to those who have been and continue to be on the frontlines of pollution and climate change -- people with lower-incomes, communities of color, and residents living in closer proximity to polluting facilities.

TOOLKITS: Clean Power For All Policy Innovation Center

Many states are designing plans that reduce carbon pollution to tackle climate change and address past environmental wrongs committed on historically neglected communities.The Clean Power For All Policy Innovation Center offers effective starting points for developing state climate plans that take on issues of fairness and inclusion for low-income communities and communities of color. These toolkits will remain a valuable resource for policymakers and advocates regardless of the status of the Clean Power Plan.

FACT SHEET: President Obama's Clean Power Plan and Communities of Color

The Clean Power Plan is a federal rule that will reduce pollution from power plants. Right now, coal-fired power plants are our country’s largest single source of climate change pollution. They are also responsible for a number of health problems that disproportionately affect people of color. The plan gives states the flexibility to implement their own systems for reducing pollution while maintaining safe, reliable, and affordable power.
