The Portland model and perhaps w/Babylon seems to require incredible coordination, who is the right entity to coordinate this initiative? Does the guide offer more details on effective practices for coordination? – Kelley Causey, Mile High Youth Corps

Yes, the Short Guide to Setting up a City-scale Retrofit Program discusses coordination under "Program Structure" on pages 3 & 4. We are working on expanding this short guide with lots of links and details in each section, so know that there are more resources coming! - Ladan Sobhani
